Description of changes

Add more detailed instructions in the Quick Start section of README.md.
- how to switch port number
- how to configure stave and what are the options
- how to import/export stave projects
Fix some small issues in nlp.py.
- Use doValidation as the flag to control whether to enable do_init_type_check of the forte pipeline that calls the remote service.
- Update DataPack.serialize to DataPack.to_string to fit the latest version of forte
