[geth] initial setup

This is the current setup of our swarm cluster using AWS EFS.

Some TODOS:

• [ ] don't mount geth datadir on swarm pods
• [ ] add keystore as a secret
• [ ] add swarm-0 as a bootnode for new swarm pods

@christopherdro, I'll create issues for these. These are more for long term cleanup / automating tasks. I'll create an issue for each one.
