ci: maintainer onboarding workflow #305

Description This PR introduces a workflow that gets executed whenever there is a change pushed in the main branch with the path /docs/maintainer-onboarding-guide/**.md and copies all the changes to the /docs/maintainer-onboarding-guide directory in the Community repo.
