feat: introduce automated releasing to GitHub

• testing is done in a separate job to introdue testing with differen go versions
• semantic-release is used but without package.json like for other JS libraries of ours. There is a different config file and semantic release package is triggered with npx. All files hidden in .github
• travis go away
• binaries for different platforms automatically attached. Successfult test on fork https://github.com/derberg/parser-go/releases/tag/v0.3.2

TODO: after it is approved and before merging I will have to introduce manually a tag with v prefix. Because there is no prefix in current tag, the plugin gets crazy and on my fork created 1.0.0 release. Introducing v solved the problem
