Bulk move activities between sections that have child sections don't move to target section #26

When a course is using the onetopic course format with sections that have child sections.

Example: A course has 5 parent sections, Section 3 and 4 have 4 child sections each (Total of 13 sections) Move a bunch of activities from Section 1 to Section 5 These activities will be moved to a child section in section 3 instead of section 5

Additionally, there isn't an option to move activities to a child section

I can confirm this happens still in Moodle 3.7 with OneTopic format We have to change to Topics format to do what we need. The unfortunate part is when changing back to OneTopic, all the sub-topics get reset back to main topics.

I think this issue is the same as #27
