Do you have any RPKG files in your Runtime folder not named chunkXpatchY.rpkg? That could cause this.

A couple named 'chunkX.rpkg' and one named '0patch300.rpkg' All the rest are 'chunkXpatchY.rpkg'

Could you remove your cache folder, deploy again, and then when the deployment fails send your temp folder as a ZIP (through https://wormhole.app or another file sharing service)?

The temp folder in the simple mod framework folder is empty after the failed deployment

By the looks of things a couple users prior have had this issue with Freelancer Variations; you could try disabling that mod? Neither I nor the developer of FV get that issue though, and I have no idea how it could happen.

After trying a few things, my smf fails at deploying with Freelancer Variations like you said. It also fails in the same way with the mods Versatile Syringes (https://www.nexusmods.com/hitman3/mods/369?tab=description), Warp Phone (https://www.nexusmods.com/hitman3/mods/309?tab=description), And Weapon collection (https://www.nexusmods.com/hitman3/mods/539). Perhaps if you find something in common with these mods you could discover the source of the issue. Hope this helps and thanks for your help!

And now launching the game after successful deploy causes immediate crash

I still don't have any real idea what could cause this; I never told you to try excluding the SMF folder in your antivirus, though, so try that?
