Try downloading rpkg-cli.zip from here: https://github.com/glacier-modding/RPKG-Tool/releases/latest And unzipping it to the Third-Party folder inside the Simple Mod Framework install directory.

thanks for the reply, but an update came out today that fixed this. If anyone ever has this problem again then the reply above me is the solution to this issue : Error: spawn D:\HITMAN3\Simple Mod Framework\Third-Party\rpkg-cli ENOENT
