Notes

When i try to open mod manager it opens and then immediately crashes

Any error messages? Can you define "opens" do you see a window?

no error messages a white square window pops up for 2 seconds and then disapears

Can you ensure you have Microsoft Edge WebView2 Runtime installed. You can find this (if installed) in Settings -> Apps with the search function. If not, you can install it from here (the bootstrapper is the easiest way to install it).

yes it's installed to make sure i tried installing it from the link you sent and the bootstrapper says that it's installed too
