part of ACOP Best Practice for print friendly pages

new script opens the collapsed content in details for printing
change from uswds accordion technique to details and summary also allows searches in collapsed content

Print preview pages 30 to end.
- Common questions should all be expanded.
On webpage, search for "cn" with accordions closed.
- It should return two instances in the 4th accordion content.
