Sync with atc-react repo #189

we need to reuse the same code base (classes, scripts) from atc-react. everything should be done by them.

the only function (for now) that will stay in the main ATC repo is confluence population. If we will see more interest to port it into the atc-react (here is the issue with the question), we will port it.
