mkdocs for ATC #213

I found that the windmill theme is a very fast one. With the standard set of detection rule paths the complete build only needs ~20 seconds to build.

It looks awesome! Well done, @andurin! We are going to introduce new atc-data project in a few weeks, need to work out a few tasks and then we will do a huge update, introducing the mkdocs as well (: Thank you very much for your contribution!
