Add GitHub Actions Workflows #10

Setup initial CI environment using the same workflows that I use with other projects that I maintain.

Most CI checks are failing because I've yet to add applicable Go code to this repo. The configs themselves look good, so proceeding with merge; these checks should pass later once the Go code has been added.
