Remove bash shebang from all GitHub Action Workflow files #8

Noticed while updating the build workflow in the atc0005/check-mail project that there is a bash shebang line in the lint-and-build-code.yml file. This is not only ineffective, but potentially confusing later on (especially if a local editor keys off of that line to provide syntax highlighting).

I suspect that all projects originating with the first file in the atc0005/elbow project have this issue.
