outgoing problem #145

Incoming calls are working very well through chan dongle0 
The problem occurs when outgoing calls
internal phone calls through dongle0 - the mobile phone - inner and outer rings 
- answer-silence outside the outer-inner rings still -
or upon receipt of an outgoing connection nothing happens

E3131  may be wrong choice ?
