GSM not registered Not registered, but searching #188

I have strange issue going on with few of my dongle
When i try to use only 2g network few of dongle work few please see blow this 
how it is dongle cmd donglename AT^SYSCFG=13,0,3FFFFFFF,0,3  
In 2g it does get RSSI and mode sub mode however it dont register 
GSM Registration Status : Not registered, but searching
  RSSI                    : 21, -71 dBm
  Mode                    : GSM/GPRS
  Submode                 : GPRS
  Provider Name           : NONE

However Same dongle if i do this AT^SYSCFG=2,0,3FFFFFFF,2,4 

 GSM Registration Status : Registered, home network
  RSSI                    : 4, -105 dBm
  Mode                    : WCDMA
  Submode                 : WCDMA

everything work fine So same location other dongle work in 2g but not all 
however when I put any then it work

Please let me know if any one can guide what I have to do to get it work in 2g

question not issue for chan_dongle bug or development.
