txgain setting not working #62

What steps will reproduce the problem?
1. Set txgain to -10
2.
3.

What is the expected output? What do you see instead?
I expect to hear reduced volume on the receiver side of the call, but it 
doesn't get affected.
Tried simplifying call to ast_frame_adjust_volume and it works...

What version of the product are you using? On what operating system?
svn rev 188 on debian wheezy

Please provide any additional information below.

With the attached patch txgain works... But I removed some code it may be 
useful...
