Mismatched Project (GPLv2) and File (GPLv3) Licenses #8

It is not clear which License (GPLv2 or GPLv3) applies to this project. As the project directory specifies the GPLv2 License and source code files specify the GPLv3 License. Clarification on this would be much appreciated.

@jchon258 I don't think should be marked as an "issue". Inside the GPLv2 license it states:

If the Program specifies a version number of this License which applies to it and "any later version", you have the option of following the terms and conditions either of that version or of any later version published by the Free Software Foundation.'

It also states:

This program is free software; you can redistribute it and/or modify it under the terms of the GNU General Public License as published by the Free Software Foundation; either version 2 of the License, or (at your option) any later version
