Fix/stabilize 2021 01 06

[actuallydan]

• minor fixes for user page avatar picker
• removed autofocus for edit amendment
• moved autofocus from second to first input on create revision
• removed lazy load for monitor components because they aren't conditionally rendered
• refactor isOnline monitor to use listener and not an interval
• added basic offline display component
• added a neat countdown timer for active revisions

Partially closes #26 but other elements will have to be done in separate issue
