Add prov-auth-client recipe #14

As mentioned in this issue, the meta-iot-cloud layer doesn't seem to be installing the libraries we need. This issue is to try creating a separate recipe that will build just the provisioning client libraries from azure-iot-sdk-c.

DoD: prov-auth-client recipe added and builds

Added recipe and patches with 87e2a7b3a5cc38432ad3d40733b8b6a2714a0726. This recipe builds, so this issue is complete.

Note that unfortunately these changes did not resolve the problem mentioned here - this issue just serves to show effort made while working to resolve that larger issue.
