ChanServ AQUIET module added #12

Pretty much a 1:1 copy of a lot of the AKICK code, but modified to set a quiet mode. This does not detect if the underlying ircd supports such a mode, so please do not use this on irc daemons that do not have a quiet mode.

It might be better to outsource handling of setting the actual quiets to chanserv/quiet module. See chanserv/antiflood for an idea of how to do this.
