cs_regmode not setting +r on channels #3

Doesn't set +r on channels that were registered prior to loading the module. So if you were to, for example, register a bunch of channels on atheme 5.2.4, then update to 7.0.3 and load this new module.

None of the previously registered channels will get the +r, only new registered ones will.

not a bug, it does exactly what it says it does. sets +r on REGISTER, removes it on DROP.
