Speedup tooltips. #111

Tooltips take too long to show up.

If I hover the buttons on the acorn viewer chrome (edit, website, fullscreen), the tooltips appear after ~2 seconds. It should be more like 300 ms.

@tenedor thoughts? 300 ms is probably way too fast...
