Fix not RFC3339-compatible strftime output #6

Hello Adam, Please have a look at this commit: it turns out that rsyslog is unable to parse messages in RFC5424 format if timestamp part is not perfectly compliant with RFC-3339.

I'm not proficient in C, so please take this with a grain of salt.

Can you review these patches, please? We are depending on your module for logging in our application, so if you could take the time to merge the patch in and package a new version on CPAN, that would be great.
