Fix MOZ area level issue #121

Think I should be modelling at (new) level 3 here rather than level 2, which has now moved to being only 11 areas rather than 161.

Need to change multi.utils::analysis_level() function from 2 to 3, then rerun models and hopefully things should run smoothly from there.
