Error "cannot open URL" for many countries `sdr_subnational_boundaries`

Data download error for CMR, MOZ, MWI, NAM, SWZ, ZMB (completed for KEN, LSO, UGA, ZAF, ZWE):

 Error in download.file(url, tf2, quiet = quiet_download) : 
  cannot open URL 'https://gis.dhsprogram.com/arcgis/rest/directories/arcgisjobs/tools/downloadsubnationaldata_gpserver/jafc58254f73b43169efb469a9a774eeb/scratch/sdr_subnational_boundaries_2021-08-21.zip'

BWA worked OK.

Run through these, deleting any surveys that can't be downloaded if necessary:

• [x] CMR: this just ran without needing modification
• [x] MOZ: didn't run inline but ran calling orderly_run (!?)
• [x] MWI: needed reseting rhds cache but ran
• [x] NAM: needed reseting rhds cache but ran
• [x] SWZ: needed reseting rhds cache but ran
• [x] ZMB: had the error running on orderly_run, but then ran locally. Got rdhs cache error, but then on the fourth try after clearing that it worked

Hard to draw conclusions from this. The cache error is always fixable by cleaning cache. The cannot open URL error I have no way to deal with but doesn't seem to happen all the time so can be overcome by repeated trying.
