15-24 age category aggregates #6

Not OK to fit overlapping age categories at the same time as e.g. use some data twice to inform precision parameter estimate of age random effects. Find a way to generate 15-24 age category estimates from 15-19 and 20-24. Population size weighting?

Population size data can be obtained from Naomi model outputs and can be read in using spud::sharepoint

In Naomi standard errors for different levels of aggregation are produced using sparse matrix multiplication in TMB. The input matrix A_out determining the aggregation is produced by naomi_output_frame

Still some countries which this isn't working for, I think because of lack of population data to join to (?)

In CMR the estimates of population from naomi3 are only at the area_level 3, whereas I wanted estimates at analysis_level 2

Also don't have population data at the right level in the north east corner of MOZ for some reason. This and CMR are the only two that I've spotted.
