add export regulations info to eula

dept of commerce has some regulations on crypto export, and we should
include some of that stuff in our eula page just to be safe.

market allows us to target regions (us and uk only right now), which might
make this easier in the future.

I have sent email notifying the BIS and NSA of where the source code is 
available,
but beyond that I'm not sure we have to do anything: since we're open source we
qualify for a license exemption. According to the current rules, making this 
software
available does not constitute exporting to banned countries and denied persons.
