I think the other user selected an encrypted file to sent to you, instead of selecting the normal version. Telegram-desktop-decrypt won't help you there, because it is meant only for the cache folder. Now, I don't really know, but I have a guess of what happened: the other user uses Linux, with an encrypted home partition. When he was trying to send you the file, he mistakenly selected the encrypted version. Or he did that on purpose and is waiting for you to ask him the password and the program to decrypt it.

The user send me a telegram self destruct photo. In my phone i see the file with the extention jpg.enc.
Can i recover that picture?

One way is to setup desktop app, clone ur repository, perform all steps one by one nd move that file (.enc) to particular location (cache location of desktop) or are there any shortcuts??

i recieved a JPG file from an user in telegram but the file is encrypted (photo.jpg.enc). Can i decrypt the file? and how can i do that?
i tried to run the ./telegram-desktop-decrypt but doesnt work.
