Split HHwwggTagProducer into hhwwggTagProducer.cc and hhwwggTagProducer.h #10

Now, the HHWWggTagProducer become too large so its better if we split it into two.

If you like then you can merge this pull request. Here I did not changed anything in the code. I just spliced them into two.
