Adding the topology on the version control initialization #22

When SDX Local is ready to initialize, it will send a GET request to kytos-sdx-topology and receive the initial topology.

[ ] Refactor the v1/version/control endpoint to call the get_listen_event and create an admin event: version/control.initialize to start the process of getting a valid sdx topology for sdx-lc

A new topology has been added and the changes have been merged in pull request #29.
