Move top-level tests and test data to pce

Tests in the top-level tests folder and associated test data better belongs to pce.

Also, there are three places where we have the static topologies and sample requests:

• In the above stated top-level tests folder
• Under samples folder -- these topologies actually do not work.
• Under pce tests/data folder

It would be less confusing if they are all in one place.

Would be nice if we could consolidate these things in one place. It would also help if pce package could share the topology data could be shared with sdx-controller, such that sdx-controller can use that topology data to update connection controller tests.
