Use `pyproject.toml` #212

Resolves #206. Changes:

Removes setup.py, and uses pyproject.toml instead.
Moves requirements from requirements.txt and test-requirements.txt to `pyproject.
Update Dockerfile and tox.ini to reflect the above.
