Create new services interface (label: epic_provisioning_interfaces_add): The SDX Controller's RESTful API should be capable of supporting user requests to add new services as described in the epic sdx_service_provisioning. All service attributes should be allowed to be passed via a single request. Services added should be stored in a persistent database as per epic epic_data_persistency. (Yufeng)
