[FEATURE] Allow accepting system descriptions as the primary for Cert Tags #339

Right now system description is showing as "system description" but may contain the primary description and the user may not want to add another description in Atlas.

Can the certification logic use the system description?

Add a checkbox "accept system description", and the cert logic can then accept this description as a valid one.
