[BUG] Adding new images to reports do not show thumbnails on collections for 1hr +?

Issue

Adding images should clear cache on the collections.

How To Reproduce

Add an image, then look at a collection.

Thumbs were being cached on the server and browser. We will disable server cache and use browser cache so clearing cache will do a refresh. Both caches were 20 mins.
