ARC-2576 - Add GH token check for parsing the Deferred RequestId #2539

What's in this PR?

Updated the deferred request Id parsing route. It now requires Github token and parses only if the user is Github admin of the org.
Updated the UI flow by adding a starting screen with Sign in button.
Updated the Error, Forbidden and Default (renamed to Connect) screen.
Updated test cases.
Removed mask-string utils method.

Why

To eliminate the security risks of data exposure.
