Seed into development DB...

[x] datainfo w/ all non-count fields removed
[x] tractinfo w/ cities mapped into city array and data into data object

@aagrosse I will test out your seedDB tomorrow with MongoAtlas. We can discuss the results when we meet this week.

I've seeded a database on our Mongo Atlas cluster using a slightly different process than initially laid out in this issue and now have working paths to the frontend. I would still like the seeding process to be configurable like we discussed although the models have changed and the immediacy of the resolving that part of the issue has waned. I creating a separate issue to address writing a configurable seedDB.js and closing this issue.
