Add full support in emis_chem #194

The internal mapping of emis_chem was made for the available species from combustion of fuel due road transportation. Nevertheless, maybe a better way could be include all the input species for each specific chemical mechanism, and not only the ones from road transportation.

Currently, emis_chem is designed for top-down assuming streets inside polygons (grid) and then aggregating by polygon id. However, I need to add the option of not aggregating by polygon id.
