Convergence Criterion and Ozone model #146

  1. Convergence criterion in terms of the TOA energy imbalance (core.py)
  2. New ozone model based on Hardiman et al. (2019) ozone redistribution. It adjusts ozone in the region of the tropopause. The adjusted tropospheric ozone is then uniformly redistributed across the upper atmosphere to preserve the ozone vertical integral.

Hey @diegojco, I realised that the PR will introduce a bunch of new keyword arguments to the RCE class. Maybe we could discuss the current status of your implementation at some point at see if we can streamline the user interface?
