The bash script "docker_scripts/run_devel.sh" is incorrectly named in README.md as "run_dev.sh"

The git clone command is to be fixed to clone the repository in "percep_ws/ros-perception-pipeline/" instead of "percep_ws/src/" A docker prerequisite guide is to be added
