Document release steps #1

@bradgearon Would you mind documenting the steps you follow to publish a new release in the README.md?

Just to clarify I bit, I'm asking because we now have Windows Atom builds publishing to a draft release on atom/atom, so hopefully the next release can be pulled from atom/atom instead of your fork.
