Use caret dependency for oniguruma #96

This was changed to an exact dependency in #94. I'm not sure why, other than to update the minimum version, which this also accomplishes. This has the advantage of including future compatible updates to oniguruma, as is the case with all other dependencies of this package.

oniguruma just bumped directly to version 7.0.0 so caret will do nothing at all.

As mentioned in https://github.com/atom/first-mate/pull/96#issuecomment-330136310 oniguruma bumped to 7.0.0. So I am going to close this in favor of https://github.com/atom/first-mate/pull/98
