Description of the issue
The docker panel appears below the status bar, and the docker handle overlaps the status bar when [Packages > status-bar > Full-width] is set to ON.
(We are using linter-ui-default to demonstrate the error in the screenshots bellow.)

What I expect to happen
I expect the docker handle for the panel and the panel itself to appear above the status bar, the same as it does when [Packages > status-bar > Full-width] is set to ON, eg:

This issue was originally submitter as steelbrain/linter-ui-default#346. However a comment on that ticket (by @Arcanemagus) suggests that the issue is originating else where.
Prerequisites
Safe Mode disables docker panels, thus this issue does not appear in it.
