ENH,BLD: Add meson #13

This PR adds meson as a build system, which is more robust to changing compilers.

[X] Tests work
[X] Documentation present
[X] Tested on CI

Additionally, this PR:

Updates gjp_gw
Removes code which triggered warnings in tests/

There are also some minor CI quality of life fixes:

documentation will not try to deploy from forks
concurrency is set for all jobs
