I had to move the resolver function to its own file, otherwise mocha
would produce no output and exit successfully. Do we expect people to
be able to resolve project placeholder values?
Unrelated to these changes, the Docker tests are broken. I fixed one
issue but still need to look into why the network is failing to
create.
