Provide a web interface to show status of goals and commands #281

A web interface will let us show how goals are executing etc more clearly than a terminal feed.

The terminal feed doesn't work when the SDM runs in Docker. (We could get it to, in most cases, but that depends on the configuration of the host accepting connections from the docker0 interface.)

Make something like sdm-pack-aspect does, but for command, event, and goal status in the local SDM. Make it communicate how the SDM works to developers who are trying it.
