Scoping fingerprints when workspace has multiple sdm with the fingerprint pack

Workspace:

• sdm1 - sdm-pack-fingerprints ( have set [fingerprints1] )
• sdm2 - sdm-pack-fingerprints ( have set [fingerprints2] )

Event Handler

• must be scoped to just the set of fingerprints configured in the local pack

Command Handlers

• need to think about forcing user to select which sdm automation client to route this request to

[slimslenderslacks]

We are now dropping event handlers entirely. All fingerprint diff work can happen in a goal.
