Developer guide outline. Remove much inaccurate info #244

The intention here is: high-level outline of developer guide, plus removal of a lot of duplicated/out-of-date information. It'll be easier to fill it in further from master.

This PR aims to be less inaccurate than the current master branch. Not complete. Comments always welcome, but even more welcome as issues post-merge.

Please ignore the build failure of "jenkins.io responded poorly" ... also happens on master Hoping travisci.org and jenkins.io start speaking to each other again after a bit
