The title bar is not part of the page flow. (The whole header isn't, it's fixed.) There's padding to compensate for this at the top of the page, but in the middle of the page part of what we want to see is hiding.
This is probably difficult to fix without a holistic fix that involves overriding the theme from the top level.
When loading a page with an internal anchor -- for example https://docs.atomist.com/developer/commands/#wrap-a-shell-script the linked heading doesn't show until you scroll up a bit. It's hiding under the title bar.
