I think we should close on a few things

[ ] need a better string-matches? predicate - do we have one?
[ ] is-in-docker-org? private?
[ ] is skill-config-value private? Should users use get-skill-config-value?
[ ] should config-value-tx be able to watch for a set of parameter changes to make it more generic?

cc @dvdksn I know I should start writing these elsewhere. I just put them here until we're all up to speed on adding these docs in the new place.
